73B of the Annotated Code of Maryland (1939 Edition),
title 'Tensions", said new section to be known as Section
4A, to follow immediately after Section 4 of said Article,
and to read as follows:

4A. In determining the benefits under the Employees
Retirement System of the State of Maryland to which the
employees of Morgan College may be entitled, full credit
shall be allowed for the time such employees were employed
by Morgan College prior to its acquisition by the State and
such employees shall be entitled to retirement on the same
terms and conditions as if they had been employed by an
agency or department of the State during the whole time
of their employment by the said College. Provided, how-
ever, that no employee of said College who is not now a
member of the Employees Retirement System and who
fails to make his application for membership before De-
cember 1st, 1943, shall receive credit for such prior serv-
ice, and provided further, that any present employee of
said College not now a member of the Employees Retire-
ment System shall, upon becoming a member, pay into the
said retirement system an amount equal to the total con-
tributions which he would have made had he become a
member of the said retirement system on October 1st, 1942.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

AN ACT to annex a portion of the Fourth Election Dis-
trict to the Ninth Election District of Montgomery
County, and to repeal Chapter 658 of the Acts of 1941.

SECTION 1. Be it enacted by the General Assembly of Maryland, l
That all that portion of the Fourth Election District of
Montgomery County as heretofore constituted, included
within the following lines, limits and boundaries mentioned
in this Act is hereby annexed to and constituted a part of
the Ninth Election District of Montgomery County: Be-
ginning for the same at the bridge over Mill Branch on the
Redland-Derwood Road and following the said Redland-
Derwood Road from the said bridge to the intersection of
the Frederick Pike and the Redland-Derwood Road; thence
