48. The Treasurer and Collector of taxes due Chesa-
peake Beach is hereby authorized and empowered to con-
duct tax sales at the Town Hall in Chesapeake Beach,
Maryland, with the same force and effect as if said sales
had been made at the Court House Door. Chesapeake
Beach through its duly authorized agent is hereby author-
ized and empowered to bid at any sale of real or personal
property for the collection of municipal taxes due thereon
and may purchase any such property offered at such sale,
whereupon such property shall upon final ratification of
the sale thereof, be conveyed to the Council of Chesapeake
Beach and the property thus acquired shall be held for the
use of the Town of Chesapeake Beach. Said town is here-
by authorized and empowered to sell any property so ac-
quired upon such terms and for such price and in such
manner as it may from time to time determine to be in the
best interest of said municipality.

49. If the taxes of any property owner shall not be paid
by the first day of July next after the levy thereof there
shall be added a penalty of one per centum thereof, and a
like penalty of one per centum on the first day of each suc-
ceeding month until such taxes and penalties are paid,
provided the Council shall have power to abate in whole
or in part any penalties which may have accrued.

50. The County Commissioners of Calvert County shall
annually pay to Chesapeake Beach that proportion of the
total amount levied for the repair of roads in said county
which the total amount of property assessed within said
town bears to the total amount of property assessed in said
county, according to the tax books of said county.

51. The Council shall have the same powers as the State
Board of Health of this State, restricted, however, to the
limits set forth in Section 28 of this Article.

52. The Council may pass such ordinances, resolutions
or regulations for the welfare, good government and im-
provement of the town and inhabitants thereof as to it may
seem proper. It may define, forbid, prevent and remove
all nuisances within said town; restrain disorders and dis-
turbances of every kind; forbid the carrying of concealed
weapons; prohibit the firing of guns, pistols or other ex-
plosives in the town, and the tumultuous, irregular and
disorderly meetings of idle and dissolute persons; regulate
the location, erection or repair of buildings in accordance
with the public health, welfare and safety, and provide by
ordinance, for the granting of permits therefor; may pass
