1308 LAWS OF MARYLAND. [CH. 745

zoning ordinances for the protection of the public health,
welfare, safety and morals; may regulate and provide the
conditions under which live animals may be kept within
the limits of said town, and may prohibit the running at
large of the same during the entire year, or during such
periods as may to them seem advisable, and may make such
regulations for impounding such animals and for disposing
thereof as may seem to them necessary and proper. It may
regulate the sale and use of fireworks in said town and
may provide reasonable license fees to be paid for any place
of business, public amusement or recreation, pleasure park,
picnic ground, club house, billiard or pool room, theatrical
exhibition, circus, baseball ground, bowling alley, motion
picture parlor, roadside stand, and signs or signboards.
It may impose such fines, penalties, forfeitures and pun-
ishment for a breach of their ordinances, resolutions or
regulations as they may think proper, and for the non-
payment of such fines, penalties and forfeitures may pro-
vide for the commitment of the offender to the County jail,
or to such place of confinement in said town as it may pro-
vide, for a period not exceeding thirty days, in the same
manner as commitments are made for fines and penalties
imposed by the Circuit Court on conviction for misde-
meanor; may provide by ordinance for the imme-
diate arrest, without warrant, of any person found
violating any town ordinance, resolution or regula-
tion, and when it shall appear that the offender
is intoxicated, may confine said offender in some
secure place until he shall be sober, and may provide
further for the confinement of any person arrested, if the
time be unreasonable, as in the night, whereby he cannot
attend the Justice of the Peace until a reasonable hour the
succeeding morning, when he shall be taken before a Jus-
tice of the Peace and dealt with according to the nature
of the offense; provided that such a person so arrested
may be released if he deposit with the Bailiff a sum of
money or give security before a Justice of the Peace to
cover any fine that may be assessed against him for the
violation of the ordinance, resolution or regulation with
which he is charged. It shall have the power to acquire
by purchase or by condemnation under the provisions of
Article 33A of the Code of Public General Laws of the
State, any private property that in their judgment may be
needed for municipal purposes, whether the same lies with-
in the limits of said town or outside thereof, and it shall
have full power to authorize the sale or disposition of any
property owned or acquired by the town whenever in its
judgment it is advisable and for the best interest of the
town that the same shall be disposed of. And the said
