law for collection of taxes, and by a good and sufficient
deed or conveyance, to convey such property, real or per-
sonal, as may be by law sold to the purchaser or purchasers
thereof.

45. There shall be appointed annually by the Council
one person as Chief of Police and such other persons as
may be necessary, from time to time, as policemen of said
town, whose duties it shall be to preserve the peace and
good order of the town, to arrest without warrant and to
take before the Mayor of said town or a Justice of the
Peace any person found violating any ordinance, resolution
or regulation of the town or any law of this State and to
take them before the Mayor or a Justice of the Peace to
be dealt with according to law, and whenever necessary to
incarcerate an offender in such place as is provided by the
said Council, until a speedy trial can be had; and for those
purposes the said policemen are hereby vested with the
same powers as are now possessed by constables under the
laws of the State. The said policemen shall perform such
other duties as the Council may direct. The compensation
of the said policemen shall be fixed by the Council. The
Council shall, if and when in its judgment the same is de-
sirable, retain an attorney or attorneys to represent the
town.

46. The Council shall after advertising for public bids,
contract with any person or corporation to act as a scaven-
ger, to collect, remove and/or dispose of all rubbish, * gar-
bage and objectionable matter in said town and prescribe
the manner and terms upon which such work shall be done.
The Council may defray either in whole or in part the cost
of such service by levying and collecting a special tax
against each dwelling or place of business in said town, said
tax to be graduated and commensurate with the service
rendered.

47. The Mayor and Council shall have the power to levy
and collect taxes in said town, not exceeding in any one
year one and one-half cents on the dollar, on all assessable
property of the said town, on the same basis of assessment
as the said property is now or may hereafter be assessed
for State and County purposes; provided, that all property
in said corporate limits used only for agricultural pur-
poses shall only be assessed as such agricultural property,
and not as town lots; and the County Commissioners of
Calvert County, upon the application of said Mayor and
Council of Chesapeake Beach, are authorized and directed
to furnish a full levy list of all property assessed on their
books within said corporate limits.
