Cent for the Fiscal Years 1939 and 1940: dedicated represents the excess gasoline tax c. receipts over the amount provided in the Budget for the fiscal year 1939 amounting to $102,245.53, and for the fiscal year 1940 amounting to $58,234.02. It is the intention hereby to have dedicated the sum of $160,479.55 to the use of the State Roads Commission to be applied in the same manner and for the same purposes that 80% of the %c. Gasoline Tax for the year 1942 and 1943 is appropriated to the State Roads Commission. It is further the intention to release for the use of the State Roads Commission, the sum herein provided whenever, in the opinion of the State Roads Commission from the viewpoint of a sound financial policy, it is most expeditious to expend this sum, the total, however, to be applied before September 30, 1943.
