WATER RENT LIENS
SEC. 111. All charges for water, for the use of water and
for water service shall be and constitute liens upon the real
estate in which or on which said water is or was used, for
which such rent or charge is made, from the time such rent or
charge becomes due and payable, and all such liens shall be
preferred liens and have priority over existing mortgages,
judgments and any and all other liens except taxes.
SEC. 112. The manner and method of enforcing such liens
shall be as follows: Immediately after the first day of October
in each and every year, the Municipal Utilities Commission
shall make up a list of all delinquent water accounts in ar-
rears as of the prior first day of June with the names of the
property owners from whom the said accounts are due and
payable and shall cause the same to be immediately published
precisely in the same manner as is hereinbefore provided in
the case of delinquent taxes, and shall thereafter continue to
so publish the same and follow the same procedure as in the
case of the delinquent taxes, so that if said bills and all ex-
penses of advertisement and interest from their date of de-
linquency, which delinquency shall be six months from the
date they are first payable, are not paid by the third Mon-
day of December next ensuing, the Municipal Utilities Com-
mission will proceed at 10. 00 A. M. on that day to offer each
and every parcel of said land, premises or other property for
sale to the highest bidder for cash and otherwise precisely
follow the same identical procedure as heretofore set out in
the case of delinquent taxes, including the same manner of
reporting the sale and subject to the same procedure of re-
demption, it being the purpose and intent that the exercising
of the enforcement and method of enforcement of said water
liens be identical in every respect with that effecting delin-
quent taxes. The Commission cannot accept partial payments
in settlement of such liens.
YACHT BASIN
SEC. 113. The Park and Harbor Authority is hereby dis-
solved and all its present authority over, around and con-
cerning the Yacht Basin is hereby rescinded and terminated.
SEC. 114. Henceforth the supervision over the Yacht Basin,
the authority to regulate, control and prohibit its use and the
navigation or anchoring of boats, rafts and floats therein, the
authority to collect or impose reasonable rents or fees for its
use sufficient to at least defray all obligations created by and
through the Yacht Basin, the authority to formulate rules and
