of any bonded debt or interest on the same which the Mayor
and City Council may have made at the time it acquired said
utilities and no money turned over by said Commission shall
be expended by the Mayor and City Council for any other pur-
pose as long as any debt exists which was occurred in the ac-
quisition of said Utilities.

SEC. 105. All contracts and obligations not exceeding a
total of One Thousand ($1, 000. 00) Dollars entered into by
said Commission or a majority of them shall be binding
against the City of Havre de Grace. The Mayor and City
Council or the City of Havre de Grace shall in no instance be
responsible for any contract or obligation incurred by or
through the Municipal Utilities Commission in excess of One
Thousand ($1, 000. 00) Dollars unless the consent and approval
of the Mayor and City Council shall first be had and obtained,

SEC. 106. The Municipal Utilities Commission shall meet
for the transaction of business regularly at least once each
month at such times as they fix and more often if necessary.
To constitute a quorum, all three members must be present.
The Chairman may propose any proposition, as can the other
members, but the Chairman is to cast no vote on the accept-
ance or rejection of such a proposition unless the other two
members are not in accord, in which event the Chairman may
cast the deciding vote on the proposal.

SEC. 107. The employment of all persons engaged by the
Municipal Utilities Commission, their duties, as well as the
amount of their salaries, is to rest in the sound judgment of
the Commission.

SEC. 108. The payment and disbursements of every kind
and description made by the Commission, including salaries,
shall be by check drawn on its general fund and no check
shall be valid unless countersigned by all three members of
the Commission.

SEC. 109. The City Attorney shall be sole counsel to the
Municipal Utilities Commission and may be called upon when-
ever the Commission so desires but compensation for services
thus rendered are not to be paid in addition to that herein
allowed the City Attorney by the Mayor and City Council.

SEC. 110. The City Engineer, if there be any appointed
under provisions hereinafter set forth, shall be sole consultant
to the Municipal Utilities Commission and may be called upon
whenever the Commission so desires but compensation for
services so rendered is not to be paid in addition to that
hereinbefore allowed by the Mayor and City Council.
