regulations and maintain order in and about the same directly
or indirectly in connection therewith, as well as title thereto,
is hereby vested in the Mayor and City Council to be exercised
by the duly appointed Park and Harbor Committee.
SEC. 115. The Mayor and City Council may appoint one
Inspector at a reasonable salary to enforce regulations, col-
lect fees and rents, and may at any time require the Park
and Harbor Committee to furnish a report covering all re-
ceipts and expenditures.
SEC. 116. All remaining balances arising from the income
of rents and fees, after the payment of all expenses, shall at
such times as the Mayor and City Council require be paid to
the City Treasurer to the use of the City by the Park and
Harbor Committee.
ACQUISITION OF AN ELECTRIC LIGHT AND POWER PLANT
SEC. 117. Whenever the Mayor and City Council shall de-
termine that it would be advantageous for the City's interest
to either lease, purchase or erect an Electric Light and Power
Plant, transmission and distribution system for the purpose
of supplying electricity or gas for municipal needs and to the
inhabitants of the City and vicinity for domestic or other
purposes and uses, having first obtained the approval and con-
sent of a majority of the legally qualified voters of the City
voting on the question, they are hereby authorized and em-
powered to borrow on the faith and credit of the City an
amount necessary in their judgment to purchase or erect an
Electric Light and Power Plant, transmission and distribu-
tion system, for the City and to issue bonds therefor. The
amount of bonds to be issued under this authority is to be no
greater than is necessary in the judgment of the Mayor and
City Council to purchase, erect and equip an Electric Light
and Power Plant, transmission and distribution system.
ACQUISITION OF A SEWERAGE DISPOSAL SYSTEM AND/OR IN-
CINERATION PLANT
SEC. 118. Whenever the Mayor and City Council of the
City of Havre de Grace shall determine that it is either advan-
tageous or necessary for the health of its citizens to either pur-
chase or erect a Sewerage Disposal System and/or an Incin-
eration Plant, or both combined, for municipal purposes and
its citizens' needs and the vicinity, having first obtained the
approval and consent of a majority of the legally qualified
voters of the City voting on the question, they are hereby
authorized and empowered to borrow on the faith and credit
of said City an amount necessary in their judgment to pur-
