have been or that hereafter will be incurred in any way for
the benefit and use of the municipality of Brunswick; and
all such water rents and charges shall be liens on the real
estate on which the water is used for which such rent or
charge is made from the time such rent or charge becomes
due and payable, and all such liens shall be preferred liens
and shall have priority over existing mortgages, judgments
and any and all other liens, except taxes.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 190.
(Senate Bill 100)

AN ACT to add a new section to Article 56 of the Anno-
tated Code of Maryland (1935 Supplement), title
"Licenses, " to be under sub-title "Rules of the Road, "
said new section to be known as Section 209C and to
follow immediately after Section 209B, to provide regu-
lations for the protection of the blind at crossings and
penalties for violation thereof.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new section be and it is hereby added to
Article 56 of the Annotated Code of Maryland (19, 35 Sup-
plement), title "Licenses, " to be under sub-title "Rules
of the Road, " said new section to be known as Section
209C and to follow immediately after Section 209B of
said Article, and to read as follows:

209C. Whenever, at any street or road crossing, unless
protected by a traffic officer or a traffic light, any blind
or partially blind pedestrian shall, before attempting to
cross, extend before him horizontally at arm's length a
cane of white color or white tipped with red, he shall
thereupon be entitled to the right of way at such crossing;
and all vehicles at or approaching such crossing shall
immediately come to a full stop, leaving a clear lane
