125. It shall be the duty of the County Roads Board,
immediately upon assuming office, to elect a chairman and
other necessary officers and to appoint a County Beads Engi-
neer for Frederick County who shall serve until removed by
the County Roads Board for incompetence or other just causes
and only after a hearing before said Board. The County Roads
Engineer shall serve as secretary of said Board. The County
Roads Engineer shall be a qualified engineer with at least
ten years' experience in road construction and design. Four
years of college education with a degree of Civil Engineer may
be taken in lieu of four years of experience.
Each candidate for appointment for County Roads Engineer
shall submit to the County Roads Board a detailed record of
his experience as an engineer, listing the more important
projects or engineering works which have been constructed
under his supervision, and shall submit road plans drawn
by him and other evidence of his ability to design and
construct roads. The Board shall submit the records of each
candidate to at least two qualified engineers in Frederick
County and request from them their opinion as to the relative
ability and qualifications of said candidate or candidates, but
such recommendations shall not be binding upon the County
Roads Board but is merely to aid in the selection of a qualified
County Roads Engineer.
126. The County Roads Engineer shall be paid a salary
of not less than Three Thousand Dollars ($3, 000. 00) per year,
nor more than Three Thousand Six Hundred Dollars
($3, 600. 00) per year.
Immediately upon assuming office, the County Roads Engi-
neer shall make a study of the County Roads System of Fred-
erick County, prepare a map showing the County Roads Sys-
tem, and shall conduct a traffic survey of the county roads of
said county. After these data have been collected he shall,
upon the basis of his survey and the traffic count heretofore
mentioned, plan a primary and secondary County Roads Sys-
tem. The County Roads Board shall have power to negotiate
and contract with any agency of the Federal Government in
connection with said survey.
127. The Primary Roads System shall consist of those
roads carrying the largest volume of traffic and shall constitute
the more important county roads of Frederick County.
The Secondary Roads System shall consist of roads carry-
ing a smaller volume of traffic, and shall constitute the less
important roads.
The County Roads Engineer shall then prepare standard
specifications for types of road surfaces, etc., to be used in the
construction of both primary and secondary systems of roads.
