mits, recording of deeds and sub-division plats, the con-
struction or structural alteration of buildings and struc-
tures, and the uses of buildings, structures and land in
violation of this Act or of the regulations and decisions
authorized by this Act; to provide penalties for the viola-
tion of this Act or of regulations enacted or adopted under
this Act; to provide for conflict with other existing laws
or ordinances and providing for a referendum thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That all of Anne Arundel County including the Sixth
District is hereby established and incorporated for the purpose
hereinafter set forth as and shall be known as "The Anne
Arundel County District. "

SEC. 2. And be it further enacted, That for the purposes of
carrying out the provisions of this Act, The Anne Arundel
County Planning Commission (hereinafter for abbreviation
referred to in this Act as "the Commission" or "Commission")
is hereby established as a body corporate with the right to use
a common seal, to sue and be sued and to exercise all powers
granted to it in this Act and all powers incident thereto. The
Commission shall consist of seven persons appointed as fol-
lows: four members shall be appointed by the president of
the Board of County Commissioners of Anne Arundel County
subject to confirmation by said Board, one of which members
shall be the president or other member of said Board, but who
shall not be the member of the Board representing the Sixth
Election District of Anne Arundel County, and two of which
members shall be residents of the District who hold 110 other
public office or position; three members shall be appointed by
the Mayor of the City of Annapolis subject to confirmation by
the Board of Aldermen of that city, one of which members shall
be the Mayor or an Alderman of said city and two of which
members shall be residents of said city holding no other public
office or position.

The term, as a member of the Commission, of the County
Commissioner, Mayor or Alderman shall come to an end at the
end of the term, pending at the time of his appointment to the
Commission, for which he was elected County Commissioner,
Mayor or Alderman. The terms of the other five members
shall be for five years each, except that, in order to provide for
rotation, the terms of the other three initial appointees of the
County Commissioners shall be for a period of 1, 2, and 4
years, respectively, and of the other two initial appointees of
the Mayor shall be for a period of three and five years, respec-
tively. The successor of any member or the filling of any
vacancy for the unexpired portion of the term of any member
