(House Bill 732)

AN ACT to create The Anne Arundel County District in
Anne Arundel County and define Its boundaries; to estab-
lish the Anne Arundel County Planning Commission, to
define and provide for the powers, duties, membership, or-
ganization, staff and expenses of such commission; to pro-
vide for the planning of the physical development of said Dis-
trict, including all public and public utility ways, grounds,
buildings and structures and the zoning of said District;
to provide for the submission to said commission for its
approval, disapproval or report of the proposed location and
extent and of changes in the location, extent or use of
public ways, grounds and buildings and for the overruling
of disapprovals; to establish a District Council for said
District and to empower such Council to regulate the loca-
tion, height, bulk and size of buildings and other struc-
tures, the percentages of lots which may be occupied, the
sizes of yards, courts and other open spaces and the uses of
buildings, structures and land for trade, industry, residence,
recreation, and other purposes and, for the purpose of such
regulation, to divide said District into zones or districts; to
specify the procedure and conditions governing the exercise
of said zoning powers; to establish a Board of Zoning Ap-
peals for said District and provide for its personnel, organi-
zation, expenses, jurisdiction and procedure; to prohibit li-
censes or permits for commercial or industrial purposes in
residential zones; to provide for the regulation by said com-
mission of the sub-division of land within said District and
the approval of sub-division plats as a condition of the
recording thereof; to establish an Official Map of said Dis-
trict, and the placing thereon of the lines of existing roads,
roads in approved sub-divisions, planned, mapped and ap-
proved roads; to protect the integrity of the official map
by the prohibition of the establishment, acceptance or im-
provement of roads and the construction or authorization
of utilities and facilities, on, under or over roads whose
location or extent does not conform to the official map; to
prohibit buildings or lots without access to and from a road
on the official map; to regulate buildings or parts thereof
within roads as mapped on the official map; to provide that
the planning, zoning, sub-division regulation and official
mapping powers provided for in Chapter 599 of the Laws
of Maryland 1933 shall, within the District, vest in the
aforesaid Commission, District Council and Board of Zon-
ing Appeals of the said District; to prohibit building per-
