due to death, resignation, disability or other cause shall,
subject to confirmation as above provided, be appointed or
filled by the appointing authority for such member. For
inefficiency or neglect of duty or misconduct in office, a mem-
ber of the Commission may be removed by the appointed au-
thority for such member, but a member shall be removed only
after he shall have been given a copy of the charges at least 10
days prior to the hearing thereon and had an opportunity to
be heard in person or by counsel. In the event of the removal
of any member, a record of the proceedings, together with the
charges and findings thereon, shall be filed in the office of the
Clerk.

The Commission shall elect its chairman, who shall be one
of its members who holds no other public office or position.
The chairman shall be elected for a term of one year, with
eligibility for re-election. The Commission may create and
fill such other offices as it may determine. It shall adopt
rules for the transaction of business and shall keep a record
of its resolutions, transactions, findings and determinations,
which record shall be a public record. The Board of County
Commissioners of Anne Arundel County (hereinafter for ab-
breviation respectively called "County Commissioners" and
"County") or the Mayor of Annapolis may, from time to time,
upon request of the Commission and for the purpose of special
surveys, assign or detail to the Commission any members of
the administrative staffs of said county or city, or may direct
any such staff to make for the Commission special surveys or
studies requested by the Commission.

The members of the Commission shall serve as such without
compensation but shall be reimbursed for their traveling and
other expenses incident to their services as such members, which
expenses for the entire Commission shall not exceed the sum
of $500. 00 in any one year.

The Commission may appoint, discharge at pleasure and fix
the compensation of such employees and staff or may contract
for the services of such engineering, legal, planning, auditing
or other talent as, from time to time, in its judgment may be
necessary to the exercise of its powers under this Act, and
may require any employee to give bond with surety approved
by and in a sum to be fixed by the Commission.

The Commission shall establish its headquarters office at
Annapolis, but may have branch offices in other places in the
District, and may hold meetings, conduct hearings and per-
form any or all of the powers and duties vested in it by this
Act at whichever of its offices shall in the judgment of the
Commission best suit the convenience of the public in each
case.
