systems within a certain territory to be annexed to
said Town, and to secure rights-of-way for the exten-
sion of said systems, and to grant the power of con-
demnation under the right of eminent domain for such
purpose; to authorize and empower The Mayor and
Council of Rockville, as said Water Board, to fix and
establish rates and charges for the use of water and for
the use of its sewer system and to provide that charges
for such uses shall be liens upon the real estate upon
which water is furnished and/or which is served by
said sewer system; to authorize and empower The
Mayor and Council of Rockville to issue serial coupon
bonds on the faith and credit of the Town of Rockville
in an amount not to exceed $20, 000. 00 par value and to
provide for the interest rates, maturities and the meth-
ods for executing, issuing and selling said bonds and to
exempt the same from all State, County and Municipal
taxation, and to provide for the levy of taxes for the
payment of interest upon said bonds and the redemption
thereof at maturity; and to provide that said Act shall
be passed as an emergency measure.
WHEREAS, there is now pending before the General
Assembly of Maryland a bill to extend the Corporate
limits of the Town of Rockville in Montgomery County;
and
WHEREAS, it will be necessary to furnish water and
sewer service to the inhabitants of such territory to be so
annexed to said Town;
Now THEREFORE:
SECTION 1. Be it enacted by the General Assembly of
Maryland, That The Mayor and Council of Rockville, as
the Water Board for Rockville, be and it is hereby author-
ized and empowered to construct and maintain within that
portion of its Corporate limits annexed to said Town by
an act of the General Assembly of Maryland of 1939 exten-
sions of its water and sewer systems; and to secure by
purchase or condemnation necessary rights-of-way for
the extension of such water and sewer systems; and the
said The Mayor and Council of Rockville is hereby clothed
with the power of condemnation under the right of eminent
domain as provided in Section 203 of Article 23 of the Code
of Public General Laws of Maryland as fully as if said
Section had been herein incorporated, and its manner and
procedure in condemnation for the purposes of this Act
