shall in all particulars be the same as is provided in said
Section 203 of said Article 23.

SEC. 2. And be it further enacted, That said Water
Board is hereby authorized and empowered to do all acts
necessary and proper to the carrying out of this Act. Said
Board shall have full control over the extension of said
water and sewer systems and the same shall be operated
as parts of the existing systems and under the same regu-
lations and ordinances as shall control the same. Said
Water Board shall have the power to fix and establish from
time to time a schedule of rates and charges to be made
and collected for the use of water by consumers thereof,
as well as rates and charges to be made for the use of such
sewer system, which said charges are hereby made a lien
upon the real estate upon which said water is furnished
or which may be served by said sewer system. The juris-
diction, authority and power conferred upon The Mayor
and Council of Rockville by Sections 835 to 845, both inclu-
sive, of Article 16 of the Code of Public Local Laws of
Maryland (1930 Edition), as heretofore or hereafter
amended, shall extend and apply to the water and sewer
systems herein contemplated and authorized to be con-
structed.

SEC. 3. And be it further enacted, That The Mayor
and Council of Rockville be and it is hereby authorized and
empowered to issue serial coupon bonds on the faith and
credit of said Town of Rockville to the amount of not to
exceed $20, 000. 00 par value, said bonds to be issued in
denominations of $1, 000. 00 each, to bear interest at a rate
not exceeding five per centum per annum, payable semi-
annually in each year during which said bonds shall be
outstanding, to be signed by the Mayor of The Mayor and
Council of Rockville and countersigned by the Clerk there-
of (provided that the coupons for the interest thereof may
be authenticated by the engraved, lithographed or printed
signature of the Mayor of Rockville), to have the Cor-
porate Seal of said The Mayor and Council of Rockville
affixed thereto, and to be exempt from all State, County
and Municipal taxes. The said bonds shall have written
or printed on them a distinct reference to the Act authoriz-
ing the issue and shall be designated as "Rockville Water
and Sewer Extension Bonds of 1939"; and no Statute limit-
ing the amount of bonds to be issued by the said The Mayor
and Council of Rockville and particularly Section 810 of
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition) shall be held to be a limitation upon the
issuance of said bonds.
