expense of any said electric railway company and that if the
County Commissioners and any such company are unable to
agree upon the terms upon which any such projects shall be
accomplished, then the said County Commissioners are hereby
authorized and empowered to proceed to condemn any and all
rights, title and interests claimed or possessed by any such
company in and to the said Rockville and Georgetown Pike or
Wisconsin Avenue, whether such title, right or interest exist
by reason of public grant or franchise or by private right or
title, and in proceeding to exercise such power of condemnation,
the said County Commissioners are directed and empowered to
proceed under the provisions of Article 33A of the Code of the
Public General Laws of Maryland (Bagby's Edition of 1924)
and amendments thereof.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of its
passage.

CHAPTER 525.
AN ACT to permit Millard E. Tydings, his heirs, successors and
assigns to dredge channels through certain marsh land in the
Chesapeake Bay near Havre de Grace, to pile or form into
islands such dredged earth or soil and to hold title to such,
islands so formed.
WHEREAS, In the last few years a great deal of marsh land,
has developed in that part of the Chesapeake Bay adjacent to
the Havre de Grace City Park; and
WHEREAS, It is thought that the expense of dredging a chan-
nel through such marsh land might be paid for by allowing the
person or persons doing said work to hold title to the islands
formed by such dredging; therefore,
SECTION 1. Be it enacted by the General Assembly of 'Mary-
land, That Milliard E. Tydings, his heirs, successors and assigns,
be and they are hereby permitted to dredge channels, at their
