106                         LAWS OF MARYLAND.                   [CH. 65

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 456 and paragraph (28) of Section
466 of Article 16 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Montgomery County, " sub-title
"Glen Echo, " be and they are hereby repealed and re-enacted,
with amendments, to read as follows:

456. The citizens of said town shall, on the first Monday
in May, 1912, and every second year thereafter on the first
Monday in May, at such place or places as shall be designated
by the judges of the election, between the hours of 5 o'clock
P. M. and 9 o'clock P. M., elect by ballot one person who shall
be not less than thirty-five years of age as Mayor of
said town, who shall serve for a term of two years, or until his
successor is elected and qualified. The citizens of the aforesaid
town shall, also elect, on the first Monday in May, 1912, two per-
sons to be members of the council of said town, who, together
with the present members, who were elected on the first Monday
in May, 1911, to serve for a term of two years, and whose terms
expire on May, 1913, shall, with the Mayor, constitute the coun-
cil. The citizens aforesaid shall elect on the first Monday in
May, 1912, and annually thereafter, two persons to be members
of said council of said town, who shall serve for a term of two
years or until their successors are elected and qualified. The
minimum age of persons elected members of said council of
said town shall be twenty-five years. To be eligible to the office
of Mayor or member of said council, the person shall own real
property within, and shall reside personally within, the corpo-
rate limits of said town. The qualifications of voters for Mayor
and Councilmen shall be the same as prescribed for voters by
the laws of this State; they must have resided within the corpo-
rate limits of said town for at least six months preceding elec-
tion; the Mayor and Councilmen must continue to reside in
said town during their term of office and they shall receive no
fees or compensation for their service, except that- the Mayor
shall receive the fees hereinafter allowed.

(28) The Council shall have the power to borrow money
from time to time, as may be necessary, and in so doing shall
issue certificates of indebtedness, the total amount of such certi-
ficates not to exceed five per cent, of the total local assessed
tax valuation of said town.
