session of 1931, and by Chapter 463 of the Acts of the
General Assembly of Maryland, at its regular 1933 ses-
sion, said new section to be known as Section 75, to follow
immediately after Section 74, and to read as follows:

75. Any bonds now or hereafter issued pursuant to
the provisions of this Article, bearing the signature of
members of the State Roads Commission, or of officials
of the State on the date of the signing thereof, shall be
valid and binding obligations notwithstanding that before
the delivery thereof any or all of the person whose signa-
tures appear thereon shall have ceased to be such mem-
bers of the State Roads Commission, or such officers of
the State.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote supported
by three-fifths of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 398.

AN ACT to repeal and re-enact with amendments Section
48 and Section 51 of Article 10 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Dorchester
County, " sub-titles "Commissioners, " and "General Elec-
tions, " respectively, relating to registration of voters and
to the hours of the opening and closing of the polls.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 48 and Section 51 of Article 10
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Dorchester County, " sub-titles "Commission-
ers" and "General Elections, " respectively, relating to reg-
istration of voters and to the hours of the opening and clos-
ing of the polls, be, and the same are hereby repealed and
re-enacted to read as follows:

48. The Commissioners of Cambridge may cause to be
made, in any year, a general registration of the legal voters
in each of the several wards of this city, the qualifications
