and from time to time, to make donations or advances to
said Commission in such sums as such county or munici-
pality in its discretion may determine, such advances or
appropriations to be made for the purpose of aiding or
cooperating in the construction and operation of such pub-
lic works.

SEC. 2. And be it further enacted, That should any sec-
tion or part of a section of this Act be held to be invalid
for any reason, such holding shall not be construed as
affecting the validity of any remaining section or part of
a section of this Act, it being the Legislative intent that
the remainder of this Act shall stand, notwithstanding the
invalidity of such section or part of a section.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all of the members elected to each of
the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 397.

AN ACT to add a new section to Article 89B of the Code of
Public General Laws of Maryland, 1924 Edition, title
"State Roads, " as enacted by Chapter 529 of the Acts of
the General Assembly of Maryland at its session of 1931,
and by Chapter 463 of the Acts of the General Assembly
of Maryland, at its regular 1933 session, said new section
to be known as Section 75, and to follow immediately
after Section 74 of said Article, to validate bonds now or
hereafter issued by the State Roads Commission, and
which bear the signature of an official who may have
ceased to hold office at the time of the delivery of said
bonds.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added
to Article 89B of the Code of Public General Laws of
Maryland, 1924 Edition, title "State Roads, " as enacted by
Chapter 529 of the Acts of the General Assembly at its
