ford County, " sub-title "Bel Air, " to be known as sections
156 and 157, and to read as follows:
Sec. 156. Upon the completion of the final payment
now due for the construction of the Sanitary Sewerage
System and Disposal Plant for the Town of Bel Air, the
duties of the Bel Air Sewerage Commission shall cease and
terminate and said Commission shall be abolished and cease
to function.
Sec. 157. Upon the settlement of the final payment due
the contractor for the completion of the said Sanitary
Sewerage System and Disposal Plant and the abolition of
said Commission the Commissioners of the Town of Bel
Air shall succeed to have, and exercise in perpetuity all,
the rights, titles, powers, duties and authority conferred
upon the Bel Air Sewerage Commission by virtue of Chap-
ter 254 of the Acts of the General Assembly of Maryland
for the year 1927 and Acts subsequent thereto.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 53.
AN ACT to repeal and re-enact with amendments Section
6 of Article 89B of the Annotated Code of Maryland (as
said Article was enacted by Chapter 539 of the Acts of
the General Assembly of Maryland of 1931), title "State
Roads, " relating to the construction of highways by the
State Roads Commission.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 6 of Article 89B of the Anno-
tated Code of Maryland (as said Article was enacted by
Chapter 539 of the Acts of the General Assembly of Mary-
