CHAPTER 52.

AN ACT to add two new sections to Article 13 of the Code
of Public Local Laws of Maryland, title "Harford
County, " sub-title "Bel Air, " to be known as Sections
156 and 157 of said Article; providing for the termina-
tion of the Bel Air Sewerage Commission, and transfer-
ring the rights, titles, powers and duties of said Com-
mission to the Town Commissioners of Bel Air; and
making this Act an emergency measure to take effect
from the date of its passage.

WHEREAS, By virtue of Chapter 254 of the Acts of the
General Assembly of Maryland for the year 1927 it was
provided that the Town Commissioners of the Town of Bel
Air be authorized to appoint a Sewerage Commission of
four members not connected with the Town Government
who together with the President of the Board of Town
Commissioners should constitute the Bel Air Sewerage
Commission; and

WHEREAS, Said Commission was appointed and has of-
ficiated as provided under said Act of General Assembly
and Acts subsequent thereto; and

WHEREAS, The said Sanitary Sewerage System and Dis-
posal Plant as provided in said act has been constructed
for the Town of Bel Air by the Bel Air Sewerage Com-
mission and bonds issued for the purpose of said construc-
tion; and

WHEREAS, Said Sanitary Sewerage System and Disposal
Plant is in operation; and

WHEREAS, The necessity for said Commission will not
exist after the final payment for the construction costs of
said Sanitary Sewerage System and Disposal Plant now
due; and

WHEREAS, The control, maintenance, and operation of
said Sanitary Sewerage System and Disposal Plant, the levy
of taxes, assessments of benefits, charges and rates f or the
operation, maintenance, regulation and control of said
system and the payment of the interest and principal of
the bonds issued for the construction thereof can be more
efficiently handled by the Commissioners for the Town of
Bel Air, therefore;

SECTION 1. Be it enacted by the General Assembly of
Maryland, That two new sections be added to Article 13
of the Code of Public Local Laws of Maryland, title "Har-
