shall be made by the County Commissioners except under
such contract. Provided, however, that the Board of County
Commissioners reserve the right to reject any and all bids
and shall thereupon re-advertise again as heretofore pro-
vided in this Article.

241C. Section 431 of this Article and Section 7 of Chap-
ter 2 of the Acts of 1933, shall be in no way affected by
this Act.

241D. In case any emergency should arise calling for
an immediate expenditure of a sum amounting to three
hundred ($300. 00) dollars or more by the Commissioners,
Sanitary Commission, Metropolitan Commission or any of
the Departments, sub-departments or officers of the Coun-
ty, such amount shall be drawn from the Emergency Fund
as created and provided by Section 490 of this Article as
amended by Chapter 280 of the Acts of 1931, and such an
expenditure must be immediately necessary for the pro-
tection of the public health and safety, and shall be gov-
erned by the provisions of that Section. Such expenditures
shall be published as provided in said Section. Provided,
however, that nothing in this Act shall apply to the Anne
Arundel County Sanitary Commission or to the Annapolis
Metropolitan Sewerage Commission.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1935.

CHAPTER 316.

AN ACT to provide a comprehensive system of State con-
trol through a State Aviation Commission of all persons,
firms and corporations engaging in aeronautical activities
of any and all kinds, including the licensing of airports,
landing fields, air schools, flying clubs, air beacons and
other air navigation facilities, refusing, cancelling or sus-
pending such licenses, holding investigations, summoning
witnesses, administering oaths, compelling the attend-
ance and testimony of witnesses, the production of doc-
uments, the granting of appeals from orders of said Com-
mission, authorizing a paid Secretary and stenographer,
an additional member, an extension of the members' term
