added to Article 2 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Anne Arundel County, "
sub-title "County Commissioners, " said new sections to be
known as Sections 241A, 241B, 241C and 241D, to follow
immediately after Section 241 of said Article, and to read
as follows:

241A. In contracting for any public work, the purchase
of any supplies or materials, the installation of any sys-
tem of bookkeeping for any office or offices, any expendi-
tures for rent or lease of grounds or buildings, or for any
consideration, other than those hereinafter exempted, in-
volving an expenditure of three hundred ($300. 00) dollars
or more, by the County Commissioners of Anne Arundel
County, or by the Anne Arundel County Sanitary Commis-
sion, the County Road Engineer of said County, the Metro-
politan Sewerage Commission of said County, or any other
department or sub-department now established or which
shall be established in the future, or by any county officers
embraced or not embraced in a department or special com-
missions or boards, or by any other authority operating
under any sections of this Article, proposals for the same
shall be first advertised in two newspapers published in
the County having a general circulation therein, one of
which, if possible, shall be of opposite political faith from
said Commissioners or a majority of them, once a week for
two successive weeks, specifying therein the date by
which proposals must be submitted, which date must
be one on which the Commissioners regularly meet;
and the contract for doing said work or furnishing
said supplies or materials or systems, space, grounds,
buildings, etc., shall be awarded by said Commissioners as
provided for in Section 241B of this Article and in the
mode and manner therein described.

241B. All proposals, submitted as provided under Sec-
tion 241A of this Article, shall be delivered to the County
Commissioners sealed, on or before the final date set by
them for the particular proposal or proposals, and shall
be opened and read aloud by the Commissioners at their
meeting on this date, and shall remain on file in their of-
fice, open to the inspection of the public, for one week there-
after. They shall thereupon award the contract for the
same to the lowest responsible bidder, who shall be re-
quired to perform the same in accordance with the bid as
and when needed or as provided for in the proposal; and
no such purchases, awards or contracts as specified herein
