than one year, or shall be subject to both fine and imprison-
ment in the discretion of the court.

If a majority of the votes cast at said election shall be
"For Beer" then Sections 337A-337X, both inclusive, of
this Act, shall forthwith become effective; but if a majority
of the votes cast at said election be "Against Beer, " then
said sections shall be null and void.

SEC. 4. And be it further enacted, That should said Sec-
tions 337A-337X, inclusive, become effective as provided
in Section 3 of this Article, the Clerk of Court shall issue
temporary licenses within one month after such election,
effective until the following May 1st, such license to be is-
sued in accordance with all the terms and provisions of the
aforesaid Sections 337A-337X, inclusive, and the fees for
said licenses shall be pro rated according to the lengths of
time covered by such license.

SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 315.

AN ACT to add four new sections to Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Anne Arundel County, " sub-title "County Commission-
ers, " said new sections to be known as Sections 241A,
241B, 241C and 241D and to follow immediately after Sec-
tion 241 of said Article, providing that the County Com-
missioners of Anne Arundel County, or any sub-division,
or Department or sub-department, or officer thereof, shall
in making any expenditures amounting to three hundred
dollars or more, for any purposes whatsoever, advertise
for bids and shall let the same only to the lowest respon-
sible bidder, and specifying certain exceptions.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That four new sections be and they are hereby
