AN ACT to add a new section to Article 16 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Montgomery County, " sub-title "Bethesda, " said new
section to be known as Section 41A and to follow immedi-
ately after Section 41 of said Article, authorizing and
directing the County Commissioners to levy tax for the
construction, support and maintenance of a library to
be known as the Bethesda Newcomb Library or its legal
successor in the Bethesda Fire Department special tax
area of the Seventh Election District as defined in Chap-
ter 269 of the Acts of the General Assembly of Maryland
of 1927 and amendments thereto.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Montgomery County, " sub-title
"Bethesda, " said new section to be known as Section 41A,
to follow immediately after Section 41 of said Article, and
to read as follows:
41A. The County Commissioners of Montgomery Coun-
ty are hereby authorized to levy as hereinafter provided
for a period of three years, a tax of not to exceed two (2^)
cents on each one hundred dollars of valuation of all the
assessable property in the Bethesda Fire Department spe-
cial tax area as defined in Chapter 269 of the Acts of the
General Assembly of Maryland of 1927 and amendments
thereto. The said tax shall be collected by the County
Treasurer in the same manner as State and County Taxes
are collected and the proceeds from said tax shall be pay-
able by the County Treasurer upon proper vouchers sub-
mitted by the Board of Directors of said library for the
purpose of constructing and/or maintaining a public
library in said district or area. After the expiration of
three years the said Commissioners shall levy a tax rate of
not to exceed one and one-half (l1/^) cents on each one
hundred dollars ($100. 00) of valuation of on all the assess-
able property in said district for the maintenance and sup-
port of said library, which shall be for the use and bene-
fit of the residents of said district or area; provided that
said library shall be managed by a Board of Directors con-
sisting of Five (5) Directors to be selected annually by
the Newcomb Club and one (1) Director to be selected an-
nually from each of the duly constituted Citizens' Associa-
