Commissioner of Motor Vehicles to the Department of
Maryland State Police, as set forth in Section 6 of this
Act, but are persons to be added to the Department in ad-
dition to the transferees set forth in Section 6.
11. The Superintendent shall, within the limits of any
appropriation made for such purpose, promote employees
to the rank, grade and position of the Department, as he
may deem necessary for the efficient administration of
the Department. All promotions shall be made within the
Department, and no person shall be promoted to any rank,
grade or position unless he shall have filled the rank, grade,
or position inferior to the rank, grade or position to which
he shall be promoted. All promotions up to and including
the rank of Sergeant shall be departmental, and to such
promotions, the Merit System shall not apply. All promo-
tions above the rank of Sergeant shall be in accordance
with the provisions of the Merit System.
12. No employee discharged from the Department, as
provided in Section 15 of this Act, shall afterwards be
eligible for reappointment. No employee who has resigned
from the Department shall afterwards be eligible for
reappointment.
13. The Superintendent is authorized and hereby di-
rected to organize and maintain a training school for em-
ployees of the Department. No police employee shall be
assigned to permanent duty until he has received training
in such a school, and successfully passed the course for pro-
bationers prescribed by the Superintendent. Training
courses for the higher ranks, grades and positions of the
Department shall be prescribed and conducted by the Su-
perintendent for those police employees of the Department
who have been promoted to a higher rank, grade or posi-
tion. The Superintendent shall make available such train-
ing facilities to any local government unit within this State
by conducting schools for the training of peace officers. All
schools, as set forth in this Section, shall be for such period,
at such places, and of such a character as the Superinten-
dent, in his discretion, may deem proper.
14. The Superintendent shall have authority to formu-
late, put into effect, alter and repeal such rules and regula-
tions for the administration of the Department as may seem
fit to him. He shall have authority to assign, reassign and to
transfer each employee of the Department to service at such
