by the Department of Maryland State Police for operating
expenses, as therein set forth.
8. Salaries, expenses and maintenance of the Depart-
ment of Maryland State Police shall be paid out of the
gross income of the Department of Commissioner of Motor
Vehicles, exclusive of that revenue produced by fines and
forfeitures, and exclusive of the revenue arising from
Commercial Hiring Truck License Fees and Commercial
Hiring Franchise Truck fees.
9. The Superintendent is authorized and required, im-
mediately upon entering upon the duties of his office, to
enroll as employees of the Department of Maryland State
Police, the persons transferred to this Department as set
forth in Section 6 of this Act. The Superintendent shall
have the power and authority to enroll any person so
transferred to the Department to a rank one rank higher
than the corresponding rank held by such person as a motor
cycle deputy or employee of the Commissioner of Motor
Vehicles without the necessity of such person undergoing
an examination in accordance with the provisions of the
Merit System. After enrollment no elevation in rank above
that of Sergeant can be made by the Superintendent, nor
can any member of the Department be elevated in rank
above the rank of Sergeant without taking an examination
in accordance with the provisions of the Merit System.
10. The Superintendent shall, within the limits of any
appropriation made for such purpose, appoint such em-
ployees to his Department as are deemed necessary by him
for the efficient administration of the Department. All ap-
pointees shall be taken from a list duly prepared by the
State Employment Commissioner in accordance with the
provisions of the Merit System, and no person shall be
appointed to the Department unless he is a bona fide resi-
dent of the State of Maryland, and has been such for at
least six months immediately preceding his appointment,
except in accordance with the provisions of the Merit Sys-
tem. All of the police employees appointed to the Depart-
ment shall be probationer, and on probation for a period
of one year from the date of appointment. The Superin-
tendent shall have full power and authority to discharge
any probationer for any cause which he may deem suffi-
cient in his sole discretion. Probationers are not within
the Merit System. Appointees set forth in this Section 10
of this Act shall not include persons transferred from the
