CHAPTER 40.

AN ACT to repeal and re-enact, with amendments, Section
11A of Chapter 30 of the Acts of the Extraordinary Ses-
sion of 1933, which authorizes the several counties, mu-
nicipalities, public corporations, special taxing districts
and political sub-divisions of the State to secure certain
benefits under the National Industrial Recovery Act, for
the purpose of eliminating Queen Anne's County from
the list of counties to which said Act does not apply and
removing the limitation, as to the amount which Wi-
comico County may borrow.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 11A of Chapter 30 of the. Acts of
the Extraordinary Session of 1933, be and it is hereby re-
pealed and re-enacted, with amendments, to read as fol-
lows:

11A. None of the provisions of this Act shall apply to
Somerset, Garrett, Caroline, Carroll and Frederick
Counties, and that the County Commissioners of said
Counties and municipal corporations located therein
shall have none of the powers provided for in this Act,
except that in the town of Crisfield, Somerset County, the
corporation officials shall have the power to borrow under
the provisions of this Act any sum not in excess of thirty-
five thousand dollars ($35, 000. 00). None of the provisions
of this Act shall apply to any incorporated town in Talbot
County and said incorporated towns located therein shall
have none of the powers provided for in this Act.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
481 of Article 13 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Harford County, " sub-
title "Taxes and County Treasurer, " providing that
