bill; and if the Treasurer, or any clerk, agent or deputy
of such Treasurer shall ask, demand or receive any greater
costs and fees than are allowed by the provisions of this
section, or shall receive any pay or commission for on ac-
count of any advertising or contract therefor which may
be done under the provisions of this section, or shall for
himself or other person, discount or buy for less than its
face or real value any claim against the county, the person
so offending shall be deemed guilty of a misdemeanor, and
upon indictment and conviction shall pay a fine of not less
than one hundred or more than five hundred dollars, one-
half to go to the informer. In case the Treasurer shall be
directed by the County Commissioners to bring suit for the
collection of taxes due the State or County, he shall add
to the tax bill of the delinquent taxpayer 10% of the
amount of such bill as and for a penalty, and said penalty,
when collected, shall be used and expended in defraying the
costs and expenses of tax collections as the County Com-
missioners shall order.

SEC. 2. And be it further enacted, That this Act shall
take effect on and after the first day of June, 1935.

CHAPTER 267.

AN ACT to repeal Sections 222—228, inclusive, of Article 2
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Anne Arundel County, " sub-title "County
Commissioners, " and to enact in lieu thereof a new sec-
tion, to be known as Section 222 of said Article, author-
izing and directing the County Commissioners to estab-
lish zones and levy special taxes upon said zones to de-
fray the expenses of special privileges enjoyed therein.

SECTION 1. Be it enacted by the General Assembly o
Maryland, That Sections 222—228, inclusive, of Article
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Anne Arundel County, " sub-title "County Com-
missioners, " be and they are hereby repealed, and that a
new section, to be known as Section 222 of said Article, be
and it is hereby enacted in lieu thereof, to read as follows:
