grounds of the Trustees of Saint Patrick's Church (now
vested in the Archbishop of Baltimore), as required by
Chapter 36 of the Acts of the General Assembly of Mary-
land of 1852.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
being passed upon a yea and nay vote, supported by three-
fifths of all members elected to each of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 203.

AN ACT to amend Chapter 312 of the Acts of 1927 by add-
ing a new section thereto, to be known as Section 2%>
providing for the use of the whole or any part of any
certificates of indebtedness authorized by said Chapter
312 of the Acts of 1927 but unissued at the time of the
passage of this Act, for the acquisition by purchase or
condemnation of a site and the construction thereon of a
wing to the Museum Building owned by the Mayor and
City Council of Baltimore, for making any necessary
alterations or changes in said Museum Building, and for
furnishing and equipping said wing for the purpose of
housing the Art Collection formerly owned by Mrs. Mary
F. Jacobs, and further providing that the Mayor and City
Council of Baltimore shall have the right to use any part
of said unissued certificates not necessary for the pur-
pose of providing said wing, for any of the purposes set
out in said Chapter 312 of the Acts of 1927; empowering
the Mayor and City Council of Baltimore to provide by
Ordinance for the expenditure of the proceeds of said
loan and the submission of the same to the legal voters of
Baltimore City, as required by Section 7 of Article XI of
the Constitution of Maryland; and declaring this Act to
be an emergency law.

WHEREAS, Chapter 312 of the Acts of 1927 authorized
the Mayor and City Council of Baltimore to issue certi-
ficates of indebtedness of said Corporation to an amount
