not exceeding Four Million Dollars ($4, 000, 000) for the
purpose of defraying the cost and expenses of the acqui-
sition by purchase or condemnation of sites and the con-
struction, reconstruction, repair and improvement of ad-
ditional facilities for the Baltimore City Hospitals, the
Communicable Disease Hospital, Fire Engine Houses and
Police Station Houses, of which sum the said Act provided
that Two Million Five Hundred Thousand Dollars ($2, 500, -
000) of said certificates of indebtedness should be used
exclusively for the construction and reconstruction of
buildings and for providing additional facilities for the
Baltimore City Hospitals; and
WHEREAS, the issuance of said Four Million Dollars
($4, 000, 000) of certificates of indebtedness was authorized
by Ordinance No. 1051 of the Mayor and City Council of
Baltimore, approved April 13th, 1927, and the said Ordi-
nance was submitted to and approved by a majority of
the voters of Baltimore City at the mayoralty election held
on May 3rd, 1927, as required by the terms of said Chapter
312 of the Acts of 1927; and
WHEREAS, the sum of Two Million Eight Hundred and
Fifty Thousand Dollars ($2, 850, 000) has been used by the
Mayor and City Council of Baltimore, of which more than
Two Million Five Hundred Thousand Dollars ($2, 500, 000)
has been used for the purpose of the construction and re-
construction of buildings and for providing additional fa-
cilities for the Baltimore City Hospitals, leaving an unused
balance of said loan of One Million One Hundred and Fifty
Thousand Dollars ($1, 150, 000); and
WHEREAS, Mrs. Mary F. Jacobs has made a gift to the
Baltimore Museum of Art of her very valuable collection
of paintings, miniatures, tapestries, furniture, jades, crys-
tals and porcelains, upon the condition that the Mayor and
City Council of Baltimore provide a wing to be built to
the Museum Building now occupied by the Baltimore Mu-
seum of Art, suitable for the housing and display of the
aforesaid collection, which Museum Building is owned and
maintained by the Mayor and City Council of Baltimore;
and
WHEREAS, the unused and unissued balance of One Mil-
lion One Hundred and Fifty Thousand Dollars ($1, 150, -
000) of said loan authorized by the said Chapter 312 of
the Acts of 1927 is adequate to cover the cost of the pro-
posed wing to the said Museum Building, as well as the
other purposes mentioned in said Chapter 312 of the Acts
of 1927, for which there is a present need.
