to the purchaser, which deed shall convey a fee simple title
and be prima facie evidence of the validity of all acts of
the town authorities leading up to said sale and deed. The
taxes levied by the said Mayor and Common Council are
hereby declared to be a lien upon all real estate in said town
from the date of their levy until paid.

SEC. 15. And be it further enacted, That the County
Commissioners of Prince George's County shall, and they
are hereby directed to, return and pay over annually to the
Mayor and Common Council of said Town of Fairmount
Heights, three-fourths (%) of the full amount of the road
and bridge tax levied and collected each fiscal year from
property within the said Town of Fairmount Heights in the
same amount and manner as is now required by the law to
be paid to incorporated towns in said County, the money so
returned to be expended by the said Mayor and Common
Council of Fairmount Heights for improving, maintaining
and repairing the roads, streets, lanes and alleys in said
town.

SEC. 16. And be it further enacted, That the Mayor and
Common Council shall not issue bonds or borrow any money
without being authorized so to do by the General Assembly
of Maryland.

SEC. 17. And be it further enacted, That the Treasurer
of said Mayor and Common Council of Fairmount Heights
shall deposit all funds coming into his hands as such to-
gether with all interest accruing thereon, in such depository
or depositories, directed by a majority of said Mayor and
Common Council, to his credit as such Treasurer, and that
the Treasurer of said Mayor and Common Council shall not
dispose of any of the funds coming into his hands as such
Treasurer unless upon check duly signed by him as Treas-
urer and countersigned by the Mayor of said town, or some
member of the Council duly authorized by an ordinance
passed by the Mayor and Common Council and duly re-
corded among the minutes thereof.

SEC. 18. And be it further enacted, That for the pur-
pose of determining whether the citizens of said Fairmount
Heights desire to incorporate, there shall be held an election
within sixty (60) days from the date of passage of this Act
under the supervision of the committee hereinafter named,
the manner and procedure of which shall be as follows:
