WHEREAS, It is fitting that the recurring anniversary of
this day be commemorated with suitable patriotic and pub-
lic exercises in observing and commemorating the founding
of this great sister Republic in Europe; therefore be it
Resolved by the General Assembly of Maryland, That the
Governor of the State of Maryland be and he is hereby au-
thorized and directed to issue a proclamation calling upon
officials of the Government to display the flag of the United
States on all governmental buildings on February 16th of
each year and inviting the people of the State of Mary-
land to observe the day in schools and churches, or other
suitable places, with appropriate ceremonies in commemo-
ration of the founding of the Republic of Lithuania.

NO. 9.
A Joint Resolution, requesting the United States Biological
Survey not to close or restrict the present open season as
to wild fowl in Maryland.
WHEREAS, There have been indications to the effect that
the United States Biological Survey would either close or
restrict the present open season for hunting wild fowl in
Maryland; and
WHEREAS, At present there seems no necessity for either
closing or restricting the present open season for the hunt-
ing of such water fowl in Maryland, since there seems to
be an abundance of such water fowl; and
WHEREAS, The closing, or even restricting, of the pres-
ent open season for such hunting would work a very severe
hardship on a large number of unemployed who have very
little, if any, other means of livelihood during such season;
therefore be it
Resolved by the General Assembly of Maryland, That the
United States Biological Survey be, and it is hereby, re-
quested not to close or restrict the open season now author-
ized by law, for the hunting of wild fowl in the State of
Maryland; and be it further
