1284 JOINT RESOLUTIONS.

he is hereby authorized and directed to issue a proclama-
tion calling upon officials of the Government to display the
flag of the United States on all governmental buildings on
October 28th of each year and inviting the people of the
State of Maryland to observe the day in schools and
churches, or other suitable places, with appropriate cere-
monies in commemoration of the founding of the Republic
of Czechoslovakia.

NO. 4.

A Joint Resolution requesting Congress to create a Cen-
tenary Planning and Building Commission of the United
States Naval Academy.

WHEREAS, the existing needs of the United States Naval
Academy are of such a character that prompt measures for
a planned building program must be immediately under-
taken if the desirable standard of the education of the
Naval Officer is to be maintained; and

WHEREAS, the Navy Department's planned increase in
the number of midshipmen at the United States Naval
Academy will necessitate additional facilities beyond those
which the present existing needs make imperative; and

WHEREAS, the Public Works Program of the President
of the United States calls f or such public building projects
to aid in establishing the economic recovery of the United
States; therefore

Be it resolved by the General Assembly of Maryland,
That the Congress of the United States be and it is hereby
requested to take the necessary steps to set up a commis-
sion, to be known as the Centenary Planning and Building
Commission of the United States Naval Academy, as a
means of meeting these needs and of fittingly commemorat-
ing the hundredth anniversary of the founding of the Naval
Academy in 1845; and

Be it further resolved, That the Representatives from
the State of Maryland in the Senate and House of Repre-
