of his failure to make collections within the time limits
prescribed by Chapter 280 of the Acts of the General As-
sembly of Maryland, 1931, and/or Chapter 306 of the
Acts of the General Assembly of Maryland, 1933, and/or
any laws existing prior hereto. Provided that nothing
contained in this Act shall relieve or change the respon-
sibility for the collection of taxes for the year 1934, and
the years prior thereto as fixed by existing laws. Pro-
vided, further, that the Treasurer, charged with the duty
and responsibility of collecting taxes for the year 1934
and years prior thereto shall receive commissions for the
collection of said taxes, and fees for the advertising and
sale of property in the same manner as though said col-
lections and sales had been made within the time limits
prescribed by laws existing prior hereto, but shall receive
no further salary. To provide for the extra delay in settle-
ment of his accounts made necessary by the said Amortiza-
tion Plan, the said Treasurer shall be entitled to receive a
commission of 1 1/2% on County taxes collected by him, said
commission to be paid him by the County Commissioners of
Anne Arundel County from the interest received on said
delinquent taxes.

SEC. 2. Be it further enacted, That all acts or parts
of acts, general or local, inconsistent with the provisions
of this Act are hereby repealed to the extent of such in-
consistency, but only to such extent.

SEC. 3. Be it further enacted. That this Act shall take
effect from the date of its passage, it being declared an
emergency law and necessary for the immediate preserva-
tion of the public health and safety.

CHAPTER 583.

AN ACT to repeal and re-enact, with amendments, Sections
9 and 16 of Article 65 of the Annotated Code of Mary-
land (1924 Edition), title "Militia, " relating to the Gov-
ernor's Staff and the National Guard Reserve.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 9 and 16 of Article 65 of the
Annotated Code of Maryland (1924 Edition), title "Mili-
