Fire Board shall consist of seven members, all of whom

shall be real estate taxpayers within the Fire District, to

be selected as follows:

1 by the Town Council of Kensington;

1 by the Town Council of Garrett Park;

1 by the Citizens' Committee of Chevy Chase View;

1 by the Citizens' Association of Capitol View;

1 by the Citizens' Association of Glenmont-Wheaton area;

2 by the Kensington Volunteer Fire Department, Inc.

The original members of the Fire Board shall be selected
for terms commencing upon date of their certification as
hereinafter provided and expiring as follows:
The member selected by the Town Council of Garrett Park,
and one of the members selected by the Kensington
Volunteer Fire Department, Inc., to be designated by
such corporation—on July 1, 1936;

The member selected by the Town Council of Kensington
and the member selected by the Citizens' Committee
of Chevy Chase View—on July 1, 1937;
The member selected by the Citizens' Association of Capitol
View, the member selected by the Citizens' Association
of Glenmont-Wheaton area, and the second member
selected by the Kensington Volunteer Fire Department,
Inc. —on July 1, 1938.

The first meeting of the Fire Board shall not be held prior
to such time as at least four of the original members of
the Board have been selected and certified. Any member
selected to succeed an original member of the Fire Board
shall be selected for a term of three years commencing upon
the expiration of the term of office for which his predeces-
sor was selected; except that any member selected to fill a
vacancy occuring prior to the expiration of the term of
office for which his predecessor was selected, shall hold
office only for the remainder of such term. The selection of
any person as a member of the Fire Board shall be certified
to the Fire Board by the selecting authority. Members of
the Fire Board shall serve without compensation. The Fire
Board shall elect a chairman from among its members, and
shall elect such other officers and adopt such regulations
governing their affairs, as they deem appropriate.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency act and necessary for
the immediate preservation of the public health and safety
and being passed upon by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
