pointed by the Governor to serve until September 30, 1936.
Said Commission shall be vested with the authority and
power to survey, inquire into, consider and report upon all
matters incident or related to the subjects of the survey.
The Commission shall have a managing director or secre-
tary, as the Governor shall decide, who shall be employed
upon a full time basis, and shall perform such duties and
services as the Commission shall direct.
The Commission shall have the right to engage legal
counsel, and to employ research workers, and such account-
ing and clerical assistants as might be required, any and
all of whom shall be removable at the pleasure of the Com-
mission.
All of the salaries of the members of the Commission, of
the managing director or secretary, of any counsel, research
workers, accounting or clerical services, or any other em-
ployees, and all traveling, office expenses and all other
charges and expenses incurred by or on account of the Com-
mission shall be chargeable to and paid out of the sum of
fifty thousand dollars ($50, 000) provided for in the budget,
for the survey of various departments, boards, institutions,
commissions and other State agencies, for the fiscal years
ending September 30, 1936 and September 30, 1937.
In connection with the survey herein authorized, the
Commission is empowered to conduct investigations and
hold hearings concerning any matter covered by this Act,
and such investigations and hearings may be conducted or
held at any time or place within the State of Maryland.
In the conduct of any investigation or hearing the Com-
mission shall have power to require by subpoena or sum-
mons the attendance and testimony of witnesses and the
production of any books, accounts, papers and correspon-
dence relating to any matter covered by this Act. The Com-
mission may sign subpoenas, administer oaths and affirma-
tions, examine witnesses and receive evidence. All sum-
mons so issued shall be served by the Police Department of
Baltimore City or by the Sheriff of any of the Counties. In
case of disobedience to any subpoena or of the contumacy
of any witness appearing before the Commission, the Com-
mission may invoke the aid of the Circuit Courts of any of
the counties or of the Baltimore City Court. Such Court
may thereupon issue an order requiring the person sub-
poenaed to obey the subpoena or to give evidence, or to pro-
duce books, accounts, records, papers and correspondence
touching the matter in question. Any failure to obey such
order of Court may be punished by such Court as a con-
tempt thereof. Any false swearing before the Commission
