vote by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 564.
AN ACT to establish a State Survey Commission, to sur-
vey, inquire into, consider and report upon the subject of
unemployment relief in the State, and the manner and
method of disbursement and distribution of relief funds,
and supplies throughout the State, and to survey, inquire
into, consider and report upon the operations and func-
tioning of the various departments, commissions, boards
and offices of the State Government for the purpose of
eliminating waste or unnecessary expenditures, if any,
to increase the efficiency and to coordinate the adminis-
tration of relief and of the various departments and
agencies of the State; empowering the Commission to
summons witnesses, and to hold hearings in any part of
the State, providing for the punishment of persons guilty
of false swearing before the Commission, and making
available to the Commission the sum of fifty thousand
dollars ($50, 000) appropriated in the budget for the fiscal
years 1936-1937.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That there shall be, and there is hereby estab-
lished, a State Survey Commission, to survey, inquire into,
consider and report upon the subject of unemployment relief
in the State, and the manner and method of disbursement
and distribution of relief funds and supplies throughout
the State, and to survey, inquire into, consider and report
upon the operations and functioning of the various depart-
ments, commissions, boards and offices of the State Govern-
ment. The purpose of the survey and report shall be to
eliminate waste or unnecessary expenditures, if any, to
increase the efficiency, and to coordinate the administration
of relief and of the various departments and agencies of
the State.
The Commission shall consist of three members, who shall
serve for such salaries as the Governor may determine, or
without salaries, if he shall so determine, and shall be ap-
