written recommendation from a committee of not less
than five representative licensed oystermen of the Coun-
ty adjacent to the proposed leased area, that the same
is not then productive in sufficient quantities or quality
of oysters to justify the, profitable working thereof, and
providing for the definition of a cooperative association
of oystermen as defined by this section, and prohibiting
the assignment or sub-lease of any such lease and au-
thorizing the Conservation Department to permit such
lessee to take seed oysters from the seed areas of the
State and to plant forty percent. (40%) thereof on areas
leased by it and the remaining sixty percent. (60%)
upon such natural beds or bars of the State as the Con-
servation Department may designate, the provisions
thereof to relate only to Calvert County.

CHAPTER 531.
AN ACT to add a new section to Article 16 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Montgomery County, " sub-title "Silver Spring, " said
new section to be known as Section 9C2A and to follow
immediately after Section 902 of said Article, authorizing
a tax levy on property in Precincts 1, 2, 5, 7 and 8 of the
Thirteenth Election District for the maintenance and
support of the Public Library at Silver Spring.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Montgomery County, " sub-title "Sil-
ver Spring, " said new section to be known as Section 902A,
to follow immediately after Section 902 of said Article, and
to read as follows:
902A. The County Commissioners of Montgomery
County are hereby authorized to levy a tax not exceeding
two cents (2$) on each One Hundred Dollars ($100. ) of
valuation of all the assessable property in Precincts 1, 2, 5,
7 and 8 of the Thirteenth Election District, known as the
Silver Spring Election District in said County, for the main-
tenance and support of the Public Library now located in
the Jannings Blair Community House at Silver Spring, and
