into by said Commissions for their respective work shall
be binding upon The Commissioners of Dorchester Coun-
ty, Maryland, to the extent of the respective allocation of
each Commission of the said "Dorchester County School
Bonds of 1935" fund. All contracts for amounts of Five
Hundred Dollars ($500. 00), or over, shall be in writing,
and the signature of the Chairmen of the respective Com-
missions, attested by their respective Secretaries, if duly
authorized by the respective Commissions, or a quorum
thereof, shall be a sufficient execution of such contract on
the part of the respective Commissions. In all of said
contracts of the respective Commissions the said Con-
tractor or contractors, as a part of his or their contract
or contracts, shall agree to pay for all material and labor
used in the construction of the same and furnished, and
in any bond, as hereinbefore provided for, shall include
the guaranty of payment of labor and for material.
SEC. 11. And be it further enacted, That after the
said work for the respective schools has been finished or
the equipment purchased, should there be any balance or
remainder left in the said "Dorchester County School
Bonds of 1935" fund allocated to the respective Commis-
sions, the said respective Commissions shall issue orders,
vouchers, or warrants for their respective balances to be
paid over to Dorchester County.
SEC. 12. And be it further enacted, That the authority
hereby conferred upon The Commissioners of Dorchester
County, Maryland, to borrow money on the faith and credit
of Dorchester County, and to issue bonds therefor, is in
addition to any similar power and borrowing authority
heretofore conferred upon them.
SEC. 13. And be it further enacted, That the Treas-
urer of Dorchester County shall keep in a book to be pro-
vided for that purpose, a full registry of the bonds sold,
the serial numbers of said bonds, the names of the pur-
chasers, the amounts realized thereon, and all redemptions
and maturities thereof.
SEC. 14. And bex it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and being
passed upon a yea and nay vote, supported by three-fifths
of all members elected to each of the two houses of the
