ter County, and subject to the approval of the State Super-
intendent of Schools as provided by law, and said con-
tracts and plans shall not become legally binding and effec-
tive until they have been approved as aforesaid.

SEC. 9. And be it further enacted, That the purpose of
paying the interest on said bonds, as it becomes due, and
redeeming the said bonds as they mature, The Commission-
ers of Dorchester County, Maryland, shall levy for the
year 1935, and annually thereafter until all of said bonds
issued under authority of this Act shall mature and be re-
deemed, a tax upon the assessable property of Dorchester
County sufficient to pay the annual interest on said bonds
outstanding, and to redeem said bonds as they mature
and become due, said taxes to be collected as other taxes
levied in said County are collected.

SEC. 10. And be it further enacted, That each of said
Commissions shall have the power in its name for its re-
spective plans to make contracts for the work aforesaid,
or any part thereof, or any work or expense incidental
thereto, as well as for equipping or furnishing the same,
subject to the approval of the Board of Education of Dor-
chester County and the State Superintendent of Schools,
as aforesaid. The said Commissions shall invite sealed
proposals for such work or equipment by advertisement
to be inserted in two newspapers published in Dorchester
County and such other advertisement as they may deem
proper, for the performance of the work aforesaid, includ-
ing heating apparatus, lighting, and ventilation of said
buildings, if so decided upon, so as to make the same com-
plete, and the said Commissions may invite bids for any
one of these items of construction separately or may invite
bids for one or more jointly, in its discretion; said pro-
posals or bids shall be mailed in sealed envelopes addressed
to the Chairman of the respective Commissions so inviting
said proposals or bids and shall be publicly opened at the
time and place mentioned in said advertisement, the re-
spective Commissions, reserving unto themselves the right
to reject any and all bids, shall award the. contract or con-
tracts to the lowest responsible bidder or bidders giving
satisfactory bond to the State of Maryland in such penalty
as the said Commissions shall respectively determine, con-
ditioned for the faithful performance of the contract
entered into, which said bond shall be liable to suit by the
said Commission entering into its respective contract or
contracts covered by said bond, and all contracts entered
