securing grants, loans or other financial assistance from the
United States of America, or any agency thereof, pursuant
to the "National Industrial Recovery Act", or any Acts
amendatory thereof, or any Acts supplemental thereto, or
revisions thereof, or any other Act of the Congress of the
United States of America.
The action of the Mayor and City Council of Baltimore
and any board, agency or official thereof in entering into
any contract heretofore made with the United States of
America, or any agency thereof, under the National Indus-
trial Recovery Act, be and the same is hereby ratified and
confirmed.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

CHAPTER 4.
AN ACT to add a new Section to Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County, "
sub-title "Liquor and Intoxicating Drinks, " to follow
Section 416 of said Article and to be known as 416A;
said Section making it lawful for government licensed
and regulated breweries and distilleries to operate in
said county, making it unlawful to manufacture brewed
or distilled liquors without a government license and
providing penalties for the violation thereof, and also
making this Act an emergency measure to take effect
from date of its passage.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new Section be added to Article 13 of
the Code of Public Local Laws of Maryland title "Harford
County, " sub-title "Liquor and Intoxicating Drinks, " to
follow Section 416 to be known as Section 416A and to read
as follows:
