Sec. 416A. It shall be unlawful for any person, firm or
corporation to manufacture any distilled, brewed or malt
liquor in Harford County except as hereinafter defined in
this Section.

The provisions of this Section and Sections 379, 414 and
415 of this Article shall not apply or to be construed to in-
clude licensed breweries and distilleries operating under
the provisions of the Federal Laws of the United States.

Any person violating any provision of this Section shall
be subjected to the penalties provided in Section 416 of
this Article.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 5.

AN ACT to add thirty-four new Sections to Article I of
the Code of Local Laws of Maryland (Edition of 1930)
under the title "Allegany County, " sub-title, "Alcoholic
Beverages, " to license, regulate and control the manu-
facture and sale of alcoholic beverages within Allegany
County and the importation of the same into said County
and to provide penalties for violation of its provisions, to be
known as Sections 299, 300, 301, 301A, 301B, 302, 303, 304,
305, 306, 307, 308, 309, 310, 311, 312, 313, 314, 315, 316,
316A, 316B, 316C, 316E, 316F, 316G, 316H, 3161,
316J, 316K, 316L, 316M and 316N and to repeal Sections
178 and 179 of Article I of said Code of Local Laws of
Maryland, (Edition of 1930), title, "Allegany County, "
sub-title, "Flintstone, " and Sections 299, 300, 301, 302,
303, 304, 305, 306, 307, 308, 309, 310, 311, 312, 313,
314, 315, 316 and 316A of Article I of said Code of Local
Laws of Maryland, (Edition of 1930), title, "Allegany
County, " sub-title, "Intoxicating Liquors"; and also to
repeal Chapter 389 of the Acts of Assembly of 1933, title
