official thereof in making any contracts heretofore en-
tered into with the United States of America, or any
agency thereof, under the "National Industrial Recovery
Act".
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new paragraph be and the same is hereby
added to Section 6 of Article 4 of the Code of Public Local
Laws of Maryland (1927 and 1930 Editions), title "Balti-
more City", to be numbered 4A and headed "Contracts
with the Grants from the Federal Government", to follow
after the paragraph headed (4) "Condemnation of Prop-
erty", of Section 6 of Article 4 (Section 6 and the said par-
graphs thereof of Article 4 being part of the Charter of
Baltimore City, adopted by the voters of Baltimore City at
at the November Election, 1918), and to read as follows:
4A. CONTRACTS WITH AND GRANTS FROM THE FEDERAL
GOVERNMENT.
To have power to accept from the United States of Amer-
ica, or any agency thereof, grants for and in aid of the
construction of any public works project as provided in the
"National Industrial Recovery Act", being the Act of Con-
gress of the United States of America, approved June 16,
1933, entitled "An Act to encourage national industrial
recovery, to foster fair competition, and to provide for the
construction of certain useful public works, and for other
purposes", and any Acts amendatory thereof, and any Acts
supplemental thereto, and revisions thereof, and any fur-
ther Act of the Congress of the United States of America
to encourage public works, to reduce unemployment and
thereby to assist in the national recovery and promote pub-
lic welfare; and to accept from the United States of Amer-
ica, or any agency thereof, any other grant or aid of any
character and in any form which may now or hereafter
be provided by sthe United States of America.
All contracts with the United States of America pertain-
ing to such grants shall first be approved by the Board of
Estimates of the Mayor and City Council of Baltimore; and
said Board of Estimates shall have full power and author-
ity, subject to the Constitution of the State of Maryland
and particularly the provisions of Section 7 of Article 11
thereof, to approve and authorize the execution of such
contracts upon such terms, provisions and conditions as in
the discretion of the said Board of Estimates may be neces-
sary, proper or advisable for the purpose of obtaining or
