Boards of License Commissioners until June 1, 1934, when
the said Boards of License Commissioners shall be ap-
pointed as herein provided, and thereafter assume and dis-
charge the powers and duties conferred by this Act.
SEC. 4. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 3.
AN ACT to add a new paragraph to Section 6 of Article 4
of the Code of Public Local Laws of Maryland (1927 and
1930 Editions), title "Baltimore City", to be numbered
4A and headed "Contracts with and Grants from the
Federal Government", to follow the paragraph headed
(4) "Condemnation of Property", of Section 6 of Article
4 (Section 6 and the said paragraphs thereof of Article
4 being part of the Charter of Baltimore City, adopted
by the voters of Baltimore City at the November Elec-
tion, 1918), to authorize the Mayor and City Council of
Baltimore to accept from the United States of America,
or any agency thereof, grants for or in aid of the con-
struction of any public works project, as provided in the
"National Industrial Recovery Act", or any acts amenda-
tory or supplemental thereto, or revisions thereof, or
any further Act of the Congress of the United States of
America to encourage public works or reduce unemploy-
ment; and to accept from the United States of America,
or any agency thereof, any other grant or aid of any
character and in any form now or hereafter provided by
the United States of America; granting certain powers
and imposing certain duties and obligations upon the
Board of Estimates of the Mayor and City Council of
Baltimore in securing such grants, loans or other finan-
cial assistance under the "National Industrial Recovery
Act", or any other Act of the Congress of the United
States of America; and ratifying the action of the Mayor
and City Council of Baltimore or any board, agency or
