sioners in Baltimore City or in any County occurring when
the Legislature is not in session, the Governor shall appoint
some eligible person to fill the vacancy during the remain-
der of the term of office of the person originally appointed.

In each of the following Counties the respective Boards
of County Commissioners shall constitute the Board of
License Commissioners: Carroll, Cecil and Dorchester
Counties.

In Baltimore County, the Board of County Com-
missioners shall appoint annually three persons who shall
constitute the Board of License Commissioners for
said County and the said Board of License Commissioners
shall hold their office, possess the powers, perform the
duties and be subject to removal as herein prescribed, ex-
cept that the Board of County Commissioners shall have
the power to remove the members of said Board for the
causes herein prescribed. The County Commissioners of
said county shall fix and determine the salaries of the Chair-
man and members of said Board of License Commission-
ers; provided that no member of said Board shall receive
an annual salary of more than Two Thousand Dollars
($2000. 00).

In Montgomery County the Liquor Control Board cre-
ated and appointed as hereinafter provided shall constitute
the Board of License Commissioners for said County.

In the City of Annapolis, the Mayor, Counsellor and
Alderman of the City of Annapolis, shall have power to re-
ceive applications for beer, wine and liquor licenses, Classes
A, B and C, for places of business located in the City of
Annapolis, and shall have the power to approve or disap-
prove such applications; in the event of approval they shall
issue a certificate to the Clerk of the Circuit Court for Anne
Arundel County, which shall be sufficient authority to said
Clerk to issue the license upon the payment of the fee pre-
scribed. They shall have the power to make and enforce
such rules, regulations and restrictions, in addition to, or
in substitution of, those contained in this Act, but not in-
consistent therewith, as in the judgment of said Mayor,
Counsellor and Alderman of the City of Annapolis would
give said municipality more effective control of each of
said places of business. Provided that nothing in this Act
contained shall be construed to repeal or modify any of the
provisions of Section 54 of Article 2 of the Code of Public
Local Laws of Maryland, forbidding the sale of intoxicating
liquor to midshipmen and others, as stipulated in said Act.
