roll County to an amount aggregating the sum of not ex-
ceeding One Hundred and Seventy-five Thousand Dollars
($175, 000. 00), to be issued in denominations of One Thou-
sand Dollars ($1, 000. 00) each, numbered consecutively,
and said bonds shall bear interest from date of issue at the
rate of not exceeding five per centum (5%) per annum,
payable semi-annually, and shall be so issued that the
amount to be paid each year for interest and redemption
of bonds, shall be as nearly equal as possible until all of said
bonds have been redeemed and that none of said bonds shall
be issued for a longer period than twenty years from date
of issue; and said bonds shall be signed by the President
of the said County Commissioners and attested by the
Treasurer of Carroll County with the seal of the County
Commissioners of Carroll County attached and said bonds
shall have printed thereon a distinct reference to the Act
directing their issuance and shall be designated "Carroll
County Public School Bonds" and shall be exempt from
State, County and Municipal taxation in the State of Mary-
land.

SEC. 3. And be it further enacted, That the County
Commissioners of Carroll County, be and they are hereby
empowered and directed to annually levy a tax upon the
assessable property of Carroll County sufficient to pay the
interest on said Bonds and to pay and redeem said bonds
when and as they become due and payable, and said tax
shall be collected in like manner as other taxes levied in
said County are collected.

SEC. 4. And be it further enacted, That said building
Committee shall procure and adopt plans and specifications
for the construction of said school building of brick or other
durable material to be selected by the Committee, and they
shall invite sealed proposals by advertisement, to be in-
serted in at least two newspapers published in Carroll
County and by such other advertisement as it shall deem
proper, for the construction and completion of said work,
which proposals shall be in sealed envelope, in care of the
school Treasurer of Carroll County, addressed to said Com-
mittee, and shall be publicly opened on the day and hour
named in said advertisement; said proposals shall set forth
the amount of money for which parties proposing will con-
struct and complete the building, including heating appa-
ratus, lighting, ventilation, equipment and all other things
necessary to make said building complete for school occu-
pancy, including water, sewer and proper improvement of
