the grounds, according to the specifications and at the time
or times at which payments thereof shall be made, and the
time when said building shall be completed; and the said
building Committee shall award the contract to the lowest
responsible bidder giving satisfactory bond to the State of
Maryland, in such penalty as said Committee shall deter-
mine, conditioned for the faithful performance of the con-
tract entered into, and which said bond shall be liable to
suit by the Board of Education of Carroll County for the
violation of its conditions; reserving to the said Commit-
tee the right to reject any and all bids.

SEC. 5. And be it further enacted, That the said build-
ing Committee is hereby authorized, in its discretion, to
employ a skillful and competent architect, under whose
control and supervision as to material and workmanship
such work shall be done.

SEC. 6. And be it further enacted, That the said build-
ing Committee upon entering into any contract, as men-
tioned in Section 4 of this Act, they shall forthwith make a
report to the Board of Education of Carroll County, fully
setting forth the terms and character of said contract, and
the debts incurred thereby, which said reports shall be en-
tered upon the records of the said Board of Education of
Carroll County.

SEC. 7. And be it further enacted, That the money aris-
ing from the sale of the Bonds aforesaid shall be paid to
the Treasurer of Carroll County, and the funds so realized
from said Bonds shall be applied to the purposes set forth
in this Act, and to no other purpose whatsoever, and shall
be paid by the said Treasurer of Carroll County upon the
order of the said building Committee from a warrant book
especially authorized and adopted by said Committee and
which said warrants shall be numbered consecutively, and
the said Treasurer is hereby authorized and directed to pay
to the contractor or contractors employed by said Building
Committee in accordance with the terms of their said con-
tract, upon the warrant of the said building Committee,
with such sum or sums of money as shall be certified in
said warrants that such contractors are entitled to in the
performance of the contract, and shall pay upon the war-
rant of the said building Committee the cost of the plans
and specifications of the work to be done, the salary of the
architect, and such other expenses as the building Commit-
tee have properly incurred in the discharge of its duty, and
