cluding heating apparatus, lighting fixtures, and other
equipment therefor; and authorizing, empowering and
directing the County Commissioners of Carroll County,
upon the written demand of the Building Committee
provided for in this Act, to issue coupon bonds not to ex-
ceed $175, 000. 00 on the faith and credit of said County,
to be applied to the cost of erecting, equipping and furn-
ishing of said school building, and to levy a tax on the as-
sessable property of the said County to pay interest
thereon and to re-pay the money borrowed; and provid-
ing for referendum thereon.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That C. Edgar Nusbaum, H. Scott Roop, John
L. Reifsnider, Jr., Herbert F. Cover, T. William Mather,
Jr., Edwin Gehr and John L. Bennett, all of Carroll County,
Maryland, be and they are hereby appointed a Committee
to be styled "The Building Committee of the Westminster
High School, " to serve without pay, for the purpose of
erecting a High School building in the town of Westminster
on the site already selected and available for said building,
and said site shall first be approved by the State Superin-
tendent of Schools as provided in Section 30 of Article 77
of the Annotated Code of Maryland (1924 Edition). The
Building Committee shall construct the building of brick or
other durable material to be selected by the Building Com-
mittee, and shall equip and furnish said building and pro-
vide suitable and sufficient heating apparatus and lighting
fixtures and other equipment therefor; four of said Com-
mittee shall constitute a quorum; and the concurrence of
four of them shall be necessary for the decision on all ques-
tions which may arise in the discharge of their duties; that
all vacancies in said Building Committee, whether from
death, refusal to act, resignation, or otherwise, shall be
filled by the remaining members of said Committee.

SEC. 2. And be it further enacted. That for the purpose
of raising the necessary money for erecting and construc-
ting said school building and equipping and furnishing the
same, and providing the heating apparatus and lighting fix-
tures and equipment therefor, and for all other purposes
incidental thereto, the County Commissioners of Carroll
County, upon the written demand of the building Com-
mittee provided for in this Act shall and they are hereby
authorized and directed within thirty days from the receipt
of such demand, or as soon thereafter as possible, to issue
and sell serial coupon bonds on the faith and credit of Car-
