WHEREAS, the tobacco growers and other owners had
stored their tobacco in said warehouses for safekeeping;
and

WHEREAS, it is estimated that the losses of the tobacco,
growers and other owners due to such damage amounted
to approximately $30, 000, therefore

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of Public Works be and it is
hereby authorized to allocate from the Contingent Fund,
the Reserve Fund or other funds appropriated in the State
Budget such amount as may be necessary, not exceeding
$30, 000, to pay the tobacco growers and other own-
ers of Maryland tobacco for actual losses due to
damage to tobacco stored in the State Tobacco Ware-
houses when said warehouses were flooded by water
during the storm in August, 1933. The Chief Inspector of
the State Tobacco Warehouse shall determine the amount of
loss or damage in each case and shall certify his determina-
tions and findings to the State Comptroller. In case the
amount of total loss shall exceed $30, 000., the said Board
of Public Works, or other officer or agency designated by
it, shall pro-rate the said amount among the respective to-
bacco growers and other owners sustaining loss.

The State Comptroller is hereby authorized to draw his
warrant on the State Treasurer to the several tobacco grow-
ers or other owners in the respective amounts so certified
to him as being the actual losses sustained by each of said
tobacco growers and other owners as herein provided.

SEC. 2. And be it further enacted, That this Act shall
be declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed by a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.
